The Industry Benchmarking Consortium (IBC) is established
The formation of the Upstream IBC (UIBC), along with cost sub-committees (Cost Engineering Committee and Upstream Cost Engineering Committee), would soon follow
IPA opens its first international office in the Hague, the Netherlands

IPA opens an office in Melbourne, Australia

Edward Merrow wins the Construction Industry Institute Carroll H. Dunn Award of Excellence to honor an individual for accomplishments in improving the cost effectiveness of the construction industry
IPA’s research group, now known as the Projects Research Division, is formed
