As Director of the IPA Institute, Andrew leads IPA’s mission to educate project professionals and organizations on Best Practices for capital project planning and execution. Andrew has held this role since 2013. From 2016 to 2025, Andrew also served as IPA Director of the Industry Benchmarking Consortium (IBC), a premiere group of the world’s leading industrial companies with a focus on continuous improvement.
Prior to these roles, Andrew was a Master Analyst at IPA. As a Master Analyst, Andrew completed benchmarking studies and individual project evaluations for a wide range of industries and clients; participated in re-engineering studies of capital project systems, FEL workshops, and general consulting engagements; and authored several research studies.
Before joining IPA, Andrew accrued over 15 years of professional experience as a design engineer, project controls engineer, and site project engineer on large engineering and construction projects in the United States and overseas. Andrew also currently serves as an adjunct professor teaching graduate courses in cost estimating and planning and scheduling at George Washington University in Washington, D.C.
Andrew earned his Ph.D. and Master of Science in Civil Engineering from The University of Texas in Austin, Texas. He received a Bachelor of Science in Civil Engineering from Clemson University in Clemson, South Carolina.
